About CREATE

CREATE is a Consortium of organisations which have come together to develop the Community Allowance. These organisations have experience of the difficulties faced both by individuals wanting to get back into work and by community organisations that want to pay people on benefits to do work in their communities.

The Consortium meets regularly to develop its work and employs a Director, Louise Winterburn, to deliver its activities thanks to funding from the Hadley Trust and Oxfam.

These organisations are:

Community Links is an innovative inner city charity running community-based projects in east London. Founded in 1977, we now help over 50,000 vulnerable children, young people and adults every year, with most of our work delivered in Newham, one of the poorest boroughs in Europe. Our successes influence both community-based organisations nationwide and government policy.

Locality is the national network for community-led organisations ambitious for change. They have over 600 members around the UK, forming a powerful movement for social change. Locality was formed in 2011 by the merger of the DTA and bassac.

The National Community Forum comprises 24 community activists who work on neighbourhood renewal issues in deprived neighbourhoods. They act as a sounding board to the Department for Communities and Local Government’s civil servants and ministers, by providing a communities perspective on government programmes for ‘disadvantaged’ people and communities.

Social Firms UK aims to create employment opportunities for disadvantaged people through the development and support of Social Firms. Social Firms are market-led businesses that are set up specifically to create good quality jobs for people severely disadvantaged in the labour market.

We are advised by the Joseph Rowntree Foundation which seeks to understand the root causes of social problems, to identify ways of overcoming them, and to show how social needs can be met in practice. JRF aims to influence policy and practice by searching for evidence and demonstrating solutions to improve:
• the circumstances of people experiencing poverty and disadvantage
• the quality of their homes and communities
• the kind of services and support available to them
